Australia Breathes a Big Sigh of Relief After Pacific Island Countries Push Back Against China

You can see from the expression on visiting Australian Foreign Minister Penny Wong’s face the palpable relief from the reception that she received in Fiji over the weekend and, no doubt, to the news that as a group, Pacific Island Countries balked at China’s plan to deepen its engagement in the region. Wong rushed to Fiji to meet with Prime Minister Bainimarama before his meetings on Monday with Wang and emerged from the talks with a massive grin on her face (photo). … Get a daily email packed with the latest China-Africa news and analysis. Chinese Lending Poses “Serious Danger” to Poor Countries Warns German Chancellor

German Chancellor Olaf Scholz became the latest Western leader to warn about the purported systemic risks to the global economy posed by Chinese lending to developing countries.  Chancellor Scholz addressed the issue at an event in Stuttgart on Friday  in response to a comment that Europe had stood by while China built large-scale infrastructure across Africa which had also led to a sizable increase in Beijing’s influence on the continent: … Get a daily email packed with the latest China-Africa news and analysis. Transsion’s Tecno unit slipped a spot to #6 in  Brand Africa’s annual ranking of the most admired brands  but it still remained firmly in the top ten and was the highest-ranked of any Chinese company.  Two other phone brands, Transsion’s Infinix (#25) and Oppo (#42) were the only other Chinese brands in the top half of the survey that was heavily dominated by European and American companies. … Get a daily email packed with the latest China-Africa news and analysis. China Celebrates African Business Competition Launched by a Man and His Former Company Who Shall Not be Named

Up until a few years ago, the annual  African Business Heroes (ABH) competition  was a huge deal,  generating massive online excitement . Today, well, not so much. In fact, it’s hard to tell that the ABH contest that’s underway again is even the same competition that it was back when celebrity Chinese CEO Jack Ma first launched the program in 2017. Since then,  Ma has been sidelined by both the Chinese government/Communist Party  and  was edged out of Alibaba. … Get a daily email packed with the latest China-Africa news and analysis. WEEK IN REVIEW: Heavy Rains Are Once Again Pounding South Africa’s KwaZulu-Natal Province

Heavy rains are once again pounding South Africa’s KwaZulu-Natal province,  no doubt causing serious concern among mining companies in neighboring Zambia and DRCongo who rely heavily on the KZN’s Port of Durban to export copper and cobalt, mostly to China. Massive floods last month forced the port to close for weeks causing widespread disruption to the global cobalt mineral/metal supply chain.  (NEWS24) Saudi Arabia held firm to the top spot of China’s leading oil suppliers with purchases up 38% last month.  Malaysian oil exports to China jumped by 84% but analysts suspect that a lot of that crude is Iranian oil that is laundered in Southeast Asia to avoid U.S. sanctions. Angolan imports fell 10% due in part to heavier buying of discounted Iranian oil, say analysts.  (REUTERS) … Get a daily email packed with the latest China-Africa news and analysis. Drivers Who Claim They’re Broke Force Chinese Contractor to Re-Think Nairobi Expressway Toll Plan

It’s been a rocky start for the new Chinese-built Nairobi Expressway that opened to the public two weeks ago. Complaints that the tolls are  too high ,  accidents , and  now massive traffic jams  have all marred what the government had hoped would be a more upbeat reception for the 27-kilometer roadway. Now, it appears that one of the reasons for the congestion is that some drivers are showing up at the tolls claiming they don’t have any money. The challenge for the Chinese operator is that the entire business plan of the expressway is predicated on motorists paying for their journey when they exit not when they get on the expressway. … Get a daily email packed with the latest China-Africa news and analysis. Chinese Embassy in Zimbabwe Can’t Stop Talking About the “Malicious Activities” of Another “Foreign Embassy” in Harare

The Chinese embassy in Zimbabwe has been on a tear for the past several weeks,  angrily fuming on its Twitter feed  and in  local press interviews  about the “malicious activities” of “ #Mr1K ” aka a “certain foreign embassy” in Harare. The Chinese mission is seemingly upset (again) over allegations that the  U.S. embassy is paying local journalists $1,000  to report bad things about Chinese companies operating in Zimbabwe. … Get a daily email packed with the latest China-Africa news and analysis. A Chinese Appeal For Compatriots Not to Abuse Local Workers in Africa

Prominent Chinese Scholar Says If IPEF Has Any Chance of Success, U.S. Will Have To Overcome Two Challenges Simultaneously

This week’s launch of the U.S.-led Indo-Pacific Economic Framework (IPEF) provoked considerable consternation in Beijing about Washington’s ongoing efforts to mobilize coalitions of regional states to challenge China’s dominance in the Asia-Pacific region. Not surprisingly, Chinese officials and state media both dismissed the new bloc as something that is “ loud but empty .” But a number of Chinese scholars including Liu Zongyi, the widely-respected head of South Asia studies at the Shanghai Institute for International Studies, provided a more measured response to the impact that IPEF might have on Chinese engagement in the Asia-Pacific Region. … Get a daily email packed with the latest China-Africa news and analysis. Quad Announces Infrastructure, Shipping Initiatives as China Looms Large

The  leaders of the United States, India, Japan, and Australia  committed to funneling $50 billion in infrastructure to the Indo-Pacific region and will launch a  real-time system to track ships . While China wasn’t mentioned by name, these measures are widely understood as attempts to counter its influence as an infrastructure provider and tech standard-setter in the Indo-Pacific.  The announcements came  during a meeting of the 4-nation Quadrilateral Security Dialogue (aka the Quad) in Tokyo.  The initiatives were framed  as steps against “coercive, provocative or unilateral actions that seek to change the status quo” in the Indo-Pacific, including “the militarization of disputed features, the dangerous use of coast guard vessels and maritime militia, and efforts to disrupt other countries’ offshore resource exploitation activities.” These accusations have all been aimed at China in the past. … Get a daily email packed with the latest China-Africa news and analysis. Once a Leading Player in Kenya’s Mobile Phone Market, Huawei Hopes Budget Phones Will Help It Make a Comeback

Huawei’s moribund mobile phone business in Kenya is showing signs of life. Zimbabwe’s President and Chinese Business Community Warn of Western Undermining

The  Zimbabwean president, Emmerson Mnangagwa , and  Chinese companies  active in the country are both issuing dark warnings that Western governments are paying NGOs to undermine them. This comes against the background of  a months-long standoff  between Chinese mining and other companies, and a coalition of NGOs alleging labor and environmental abuses.  The Zimbabwean government and the Chinese embassy there have both accused the United States of using NGOs as proxies to plant anti-Chinese media content. Chinese Contractors Win Guinea Stadium Bid

The contractors, China Construction Fifth Engineering Division Corp. and China Construction International,  won a $298 million contract  to build a new soccer stadium in Guinea. While providing stadiums acted as a diplomatic tool for China in the Global South, this seems like a commercial transaction rather than  ‘stadium diplomacy.’ The announcement came as the Confederation of African Football  banned twenty of its member countries  from hosting international games because their stadiums aren’t up to par, putting some World Cup qualifiers in doubt. The Economist Wades into Africa-China Relations

The Economist brought out  a special report on Africa-China relations . It is rare for the magazine to dedicate so much attention to Africa-China relations. Biden’s IPEF Plan Gets Lukewarm Reaction in Asia

U.S. President Joe Biden is in Asia for his first official presidential visit to South Korea and Japan. One of the main goals of the trip, which kicked off on Friday, is to promote the Indo-Pacific Economic Framework (IPEF) to Asian governments.  IPEF is aimed at promoting shared standards to promote fair and resilient trade, focusing on enhanced labor, environmental, tax and corruption standards. WEEK IN REVIEW: Zimbabwean Government Accuses the U.S. of Paying Local Journalists to Write Negative Stories About China

The Zimbabwean government is once again accusing the U.S. of paying local journalists to write negative stories about Chinese investment in the country.  The state-run Herald newspaper reported on Tuesday that the U.S. embassy in Harare is working with the opposition MDC party to foment opposition to Chinese mining interests in the country ahead of planned protests next week. The embassy has previously similar accusations by the government and the ruling ZANU-PF party.  (THE HERALD) The Indian Army is shifting a large number of its forces along northern border regions from its frontier with Pakistan to the disputed border region with China.  Army Chief General Manoj Pande announced that six divisions would be redeployed to the contested region along what’s known as the “Line of Actual Control” (LAC) in eastern Ladakh in a move that is likely to provoke a reaction from the PLA. Troops from both sides have been locked in a tense stand-off in recent years including brief skirmishes that

Stalled Chinese Financing Complicates Buhari’s Infrastructure Legacy

Nigeria’s presidential race is officially on, but many are wondering how  China will shape the fortunes  of the ruling All Progressives Congress, the party of the current front-runner Rotimi Amaechi, the country’s former transport minister. President Muhammadu Buhari came to power on the promise to build much-needed infrastructure. Access to Chinese loans and contractors undergirded that commitment. In some cases, this was a smart bet. Engagement Between Chinese Policy Banks and African Governments Continue Despite Funding Pull-Back

The current pull-back in infrastructure financing from Chinese policy banks is scrambling the funding options for African infrastructure. DRC Cobalt Shipments to China Resume Via the Port of Durban

Cargo vessels loaded with Congolese cobalt  are once again making their way to China  now that port operations in Durban are beginning to recover. The port was shut for weeks after  severe floods last month  blocked the roads and railways that transport the tons of raw materials that depart from southern Africa’s largest shipping facility.  The new problem is what happens when those vessels make it to China? Many of the ports along China’s eastern seaboard are either closed or have limited operations due to the ongoing lockdowns.
