WEEK IN REVIEW: Namibia Is Emerging as a Key Lithium Producer for the Chinese Market

Namibia is emerging as a key lithium producer for the Chinese market.  In August, 25,000 tons of the strategic metal were shipped from the Port of Walvis Bay with another 50,000 tons prepped to leave later this month. Namibian authorities also want to position Walvis Bay as a key gateway for Congolese cobalt that now primarily transits through South Africa’s Port of Durban.  (XINHUA) Cambodian naval authorities report that 30 Chinese nationals were rescued over the weekend when their ship sank on Thursday near the maritime border with Vietnam.  In all, 41 Chinese nationals were aboard the ship with three others reported dead and eight still missing. Survivors say they had no food or water and it’s suspected they were victims of human trafficking.  (THE STAR) … Get a daily email packed with the latest China-Africa news and analysis. China’s Envoy to Nairobi Meets With Head of Kenya’s New Ruling Party

A meeting this week between the general secretary of Kenya’s new ruling party, the United Democratic Alliance, and China’s envoy to Nairobi provides a fresh reminder of the dual roles that Chinese ambassadors play in their assigned countries. Zhou Pingjiang represents the interests of both the Chinese state and the Communist Party of China, two distinct entities. In the case of Monday’s meeting with Veronica Maina from the UDA, he was there to foster party-to-party ties,  according to a readout published on the embassy’s Chinese-language WeChat channel . … Get a daily email packed with the latest China-Africa news and analysis. As China Nitpicks Terms, Asia’s Debt Bomb is Ticking…

As technocrats in Sri Lanka and Laos grapple with renegotiating loans to a variety of creditors, including China, the region’s creeping debt distress is slowly tipping into a full-blown humanitarian disaster.  The situation is the most critical in Sri Lanka, where the government has essentially run out of foreign currency, triggering massive shortages of food, fuel, and medicine, and in Pakistan, where debt distress is worsened by climate change-related flooding.  … Get a daily email packed with the latest China-Africa news and analysis. 68 Global South Countries Give China Human Rights Cover at the UN

In what’s becoming a standard tactic, China used its support across the Global South to counter  a proposal from a U.S.-led group  of rich democracies for a special debate in the UN Human Rights Council on China’s anti-Uyghur measures in Xinjiang. The measure followed  a recent UN report [PDF]  citing “serious human rights violations” in the region. Pakistan submitted  a joint statement on behalf of 68 countries labeling the situations in Xinjiang, Hong Kong and Tibet China’s internal affairs, which should be exempt from external intervention. The China-Mediterranean Observer: How China looks at the Med

The most interesting articles published in Chinese media in August revolve around the future of the Iranian nuclear deal and, more broadly, Iran’s role in the Middle East. Chinese experts also commented on the end of France’s Operation Barkhane in Mali, as well as the rising great power competition in Africa.  Palestine and Israel As we reported many times in the past, Chinese scholars continue to complain about the marginalization of the Palestinian issue within Middle Eastern politics. They note how the Abraham Accords – a joint statement between the State of Israel, the United Arab Emirates (UAE), and the United States, reached on August 13, 2020 – have been crucial in paving the way for an improvement in relations between Israel and many Arab countries despite them not providing any solutions to the problems of the Palestinians. Indeed, Chinese experts consistently criticized the Trump administration’s approach to the Palestinian issue, including its “Peace to Prosperity: A Visio

Getting China Out of the U.S. Battery Metal Supply Chain Easier Said Than Done

A View of the Belt and Road from Southeast Asia

Western press coverage of China’s Belt and Road Initiative is frequently filtered through anxieties about shifts in the West’s own international influence. New Kenyan Government “Has No Plans to Scale Down Collaboration With China,” Says National Assembly Speaker

Ghana’s Embassy in China Says It Had Nothing to Do With Aisha Huang’s Return

The Ghanaian government’s efforts to distance itself from the exploding controversy over the re-arrest of illegal mining kingpin Aisha Huang (aka “the Galamsey Queen”) has now reached the embassy in Beijing, where  Ambassador Winfred Nii Okai Hammond said his mission did not issue her visa. Huang was deported in 2018 on numerous illegal mining charges and then was arrested, again, after she snuck back into the country earlier this year. Her arrest has sparked a weeks-long controversy over the government’s apparent inability to bring the illegal mining situation under control.  (GHANA NEWS HIVE) … Get a daily email packed with the latest China-Africa news and analysis. Why China Should Not Confront the U.S. in the Middle East

The Middle East is often seen as a primary theater of competition between the U.S. and China, given the region’s geostrategic importance for both superpowers. While the United States has grown weary of its entanglement in Mideast wars and undemocratic governments, that doesn’t mean it is well-positioned to fill the void, according to a leading Chinese scholar. Niu Xinchun, director of the Middle East Institute of Contemporary International Relations, a think tank affiliated with China’s Ministry of State Security (China’s international spy agency comparable to the CIA),  published a refreshingly candid assessment last week that details the limitations of China’s ability to challenge U.S. military supremacy in the Middle East. … Get a daily email packed with the latest China-Africa news and analysis. WEEK IN REVIEW: Developing Countries in Asia, for the First Time in More Than 30 Years, Will Grow Faster Than China

Developing countries in Asia, for the first time in more than 30 years, will grow faster than China, according to a new report by the Asian Development Bank.  The bank forecasts China’s annual growth rate this year to be just 3.3% compared to 4.3% for developing countries in the region. ADB analysts attributed the slowdown in China’s economy to a range of issues, notably the lockdowns brought on by the country’s zero-COVID policy.  (NIKKEI ASIA) Israel and China could sign a free trade deal before the end of this year, according to Amir Lati, Israel’s Consul General in Hong Kong.  If signed, the deal would be China’s first free trade agreement in the Middle East, and would likely rile the United States.  (SOUTH CHINA MORNING POST) … Get a daily email packed with the latest China-Africa news and analysis. How Does the GDI Fit into China’s Global Development?’

In a speech before the United Nations General Assembly in September 2021, President Xi announced the Global Development Initiative (GDI) which outlines China’s vision to be a global leader in developmental affairs. The GDI is a wide umbrella that covers areas such as public health, poverty alleviation and several other issues. However, a year after its launch, many questions still persist about what it entails, how it will be implemented, and whether it complements or differs from the more well-known BRI. Additionally, the GDI has generated interest in the U.S with some circles deliberating on whether it might compete with American aid and development programs. In the second event under its Interpret China Project , the influential think tank Center for Strategic & International Studies (CSIS) brought together a group of leading U.S. and African analysts and scholars to unpack the GDI and its implications. Jude Blanchette, Freeman Chair in China Studies at CSIS, was joined by Deb

WEEK IN REVIEW: China Quietly Distributed More Than $30 Billion in “Emergency Loans” to Financially-Distressed Developing Countries in Recent Years

China has quietly distributed more than $30 billion in so-called “emergency loans” to financially-distressed developing countries in recent years, according to new data compiled by AidData.  Details of the loans have not been publicized but analysts believe they’re intended to help borrowers avoid defaulting on Chinese-financed infrastructure loans in BRI countries.
