BRICS Buck the Rest of the World in Firmly Opposing Russia’s War on Ukraine

In an odd alignment of diplomatic symmetry, the four non-Russian members of the BRICS group have all refused to join the global movement to condemn Russia for its assault on neighboring Ukraine. There’s no evidence that any of these countries are coordinating their response with one another but each is using a similar hedging strategy where they seem keen to try and keep all of their options open: Brazil is sending mixed signals about its position on the war . On Friday, Brazil voted at the UN to denounce the Russian invasion but then on Sunday President Jair Bolsonaro said his government “will not take sides” while adding that he was “in solidarity with Russia.” This marketing content will be shown in place of your protected content to anyone who is not allowed to read the post… Get a daily email packed with the latest China-Africa news and analysis. New Research Concludes Uganda’s Entebbe Airport Was Never at Risk of Being Seized by Chinese Creditors

Uganda’s Entebbe International Airport was never at risk of being seized by Chinese creditors in the event of a default on the $200 million loan,  according to new research by Brad Parks and Ammar Malik at AidData in the United States. Parks and Malik reached that conclusion after reviewing a copy of the full, unredacted version of the contract with the China Exim Bank that until now had been secret. “Our analysis of the terms and conditions in the contract does not support the allegation that China engages in predatory lending,” they said. “We instead find that Beijing is a shrewd negotiator who is willing to impose intrusive conditions upon sovereign borrowers to protect its balance sheet.” This marketing content will be shown in place of your protected content to anyone who is not allowed to read the post… Get a daily email packed with the latest China-Africa news and analysis. Equatorial Guinea’s Top Officials Have Been Very Busy Lately Hosting U.S. and Chinese Delegations

It’s been a very busy week for great power diplomacy in the Equatoguinean capital of Malabo. On Saturday, Foreign Minister Simeón Oyono Esono Angue  hosted a delegation led by Chinese ambassador Qi Mei  to discuss unspecified “international events.” That mean came less than a week after  a high-level group from the U.S. led by Washington’s top diplomat for Africa, Molly Phee , who went there purportedly to try and persuade President Teodoro Obiang Nguema Mbasogo not to house a Chinese military base that the U.S. claims is under consideration. Stadium Diplomacy in Africa is Fashionable Again

Early on in China’s engagement in Africa, the Chinese were big on gifting sports stadiums to African governments as part of their soft power diplomatic outreach on the continent. Later, Chinese infrastructure development shifted focus to larger, more conventional projects like bridges, railroads and highways but now that appears to be changing as stadiums are again becoming countries’ showpiece development projects on the continent. Last week during a visit to Senegal , Turkish President Recep Tayyip Erdogan showed off his skills as a former semi-professional footballer when he appeared on the pitch with President Macky Sall. Unlike China, Turkey doesn’t just give away stadiums but it does build them. The 50,000 seat facility in Dakar was constructed by Turkish contractor Summa and provided President Erdogan a great venue to show off the capabilities of Turkish construction companies in Africa. South Africa’s Limpopo Province Approves $10 Billion Chinese-Finance Coal Project… But There’s Just One Very Small Problem

South Africa’s Limpopo Province  gave the go-ahead last week for a $10 billion industrial project  that includes a 4,600-megawatt coal power plant, a coking facility, and a steel plant. The approval is critical for the development of the controversial Musina-Makhado Special Economic Zone. But the province’s decision is probably too late. Calls Growing Louder in Kenya to Balance Lopsided Trade With China

All week, numbers have been trickling out of Kenya’s National Bureau of Statistics that depict a dangerously lopsided economic relationship with China. The latest data show that last Kenyans $3.9 billion worth of products from China but exported just $131 million in return. “This is unacceptable,”  declared Kenya’s most influential financial newspaper, Business Daily, in an editorial today . “As things stand, Beijing is benefiting vastly from its commercial ties with Nairobi while the latter remains in a losing trade position,” the editorial board wrote. New Documentary Reveals Widespread Abuse of Local Workers by Chinese Construction Company in Lesotho

An investigation by the independent, non-partisan MNN Centre for Investigative Journalism in Lesotho uncovered widespread abuse by Chinese managers at the multinational Chinese construction company CNQC (中国青建) working in the small southern African country. Workers said a lack of any oversight by the company led to rampant sexual abuse of female workers, including in some cases women being fired for refusing to accept the advances of their Chinese managers.  This marketing content will be shown in place of your protected content to anyone who is not allowed to read the post… Get a daily email packed with the latest China-Africa news and analysis. Deconstructing Chinese Media Criticism of Western Engagement in Africa

Soon after the conclusion of the Europe-Africa Summit in Brussels last week, Chinese media and scholars began to weigh in with their analysis of the gathering which, not surprisingly, was decidedly negative. All week,  there’ve been a number of stories published across various Chinese media outlets  that all have a similar theme:  the only reason Europe is focusing attention on Africa now is just to confront China.  This marketing content will be shown in place of your protected content to anyone who is not allowed to read the post… Get a daily email packed with the latest China-Africa news and analysis. Africa’s Newest Chinese-financed Political Training Academy Opens in Tanzania

Chinese ambassador to Tanzania Chen Mingjian joined President Samia Suluhu Hassan on Wednesday  to open a new political training academy located outside of Dar es Salaam . But unlike similar Chinese-financed academies in  South Africa  and  Ethiopia  that are primarily country-specific, this new facility in Tanzania will be accessible to participants from the ruling parties of six southern African countries. These types of training academies are a critical component of the Communist Party of China’s (CPC) party-to-party outreach in Africa that operates in parallel to Beijing’s state-to-state relations. World Bank Overtakes China as Kenya’s Creditor of Choice

Image
There’s been a major shift in Kenya’s borrowing patterns over the past three years marked by a sharp increase in loans from the World Bank while lending from China has slowed considerably,  according to new Treasury data. Since 2019, loans from the World Bank more than doubled from $4.5 billion to $9.9 billion this year. This is a big shift from the early years of President Uhuru Kenyatta’s first term in office in 2013 when Chinese lending to Kenya skyrocketed from near zero to nearly $4 billion by 2017 to fund large-scale infrastructure projects like the Standard Gauge Railway. New Research Aims to Debunk Misperceptions About Chinese Investment in Ethiopia

One of the common misperceptions about Chinese investment in Africa is there’s no difference between state-owned and private companies. In many instances, they’re referred to simply as “Chinese” companies without understanding that there are actually substantial differences among the various corporate actors that are now active in Africa. Nowhere is that more evident than in Ethiopia which has been more successful than almost any other African country in attracting Chinese private sector investment — totaling $570 from 2000 to 2018,  according to new research from University of London scholar Weiwei Chen . Cobalt Prices in China Surge Due to Supply Chain Problems in the DRC and South Africa

Cobalt prices jumped to a three-year high in Chinse trading this month due to mounting concerns over shipment delays in the DR Congo-to-South Africa supply chain. Shipments from the DR Congo account for 90% of China’s sourcing for the metal that’s a critical ingredient in electric vehicle batteries. Under normal circumstances, it takes less than 20 days for trucks to deliver shipments to the Port of Durban in South Africa. Now, though, that journey’s taking more than a month to complete. Surprise Surprise… Europe-Africa Summit Gets Poor Reviews in China

Last week’s Europe-Africa summit largely passed unnoticed in China due largely to the fact that it coincided with the final days of the Beijing Winter Olympics and the extensive coverage related to the unfolding crisis in Ukraine. Now, though, some analysis of the summit is beginning to emerge in the mainstream Chinese media and it’s predictably sour. Generally speaking, Chinese scholars and media (which often amplify the views of the government) tend to regard any high profile U.S. or European engagement with Africa in the context of great power rivalry with China. Egypt is Now the Main Hub for Chinese Vaccine Diplomacy in Africa and the Middle East

While Europeans and Americans are now ramping up their efforts to develop COVID-19 manufacturing facilities in Africa, a Chinese joint venture in Egypt is already well underway where it’s becoming a vital hub in Beijing’s vaccine diplomacy in both Africa and the Middle East.  China’s ambassador to Cairo, Liao Liqiang, was at the headquarters of the Egyptian state-run pharmaceutical company VASCERA that produces Sinovac vaccines on Sunday to make a donation of 500,000 doses to the Palestinian Authority that will be distributed in the Gaza Strip. Washington’s Top Diplomat for Africa Presumably Asked the Equatorial Guineans to Put the Kibosh on a Future Chinese Military Base

U.S. government officials regularly criticize China for embracing African dictators in pursuit of Beijing’s strategic interests, so it was a tad ironic to see photos and videos late last week of a high-level American delegation led by Washington’s top diplomat Molly Phee so warmly received in an ornate palace by  an African dictator  who they’re hoping will play to  their  interests. Phee was joined by an entourage of U.S. military and national security officials for a visit with Equatorial Guinean President Teodoro Obiang Nguema Mbasogo to presumably persuade him not to allow the construction of a Chinese military base in his country. The Optics of the High-Level U.S. Delegation Visit to Equatorial Guinea Are Bad, Really Really Bad

When U.S. Assistant Secretary of State Molly Phee  met with Equatorial Guinean President Teodoro Obiang Nguema Mbasogo last week  at the Presidential Palace in Malabo to try and put a stop to the building of a Chinese military base in the West African country, she reportedly came prepared to bargain. Africa-Europe Summit Begins Amid Hope, Skepticism and a Wary Eye on China

European and African leaders kicked off a two-day summit in Brussels on Thursday amid a sense that ties between these two continents have reached a critical inflection point. European leaders, notably French President Emmanuel Macron, the current rotating president of the EU, and European Commission President Ursula von der Leyen, have set the bar very high for this week’s gathering — promising to revive ties that have become stale, invest billions for new infrastructure and finally provide access to COVID-19 vaccines. New U.S. Exim Bank Head Promises to Compete With China — Just Not Dollar For Dollar

Reta Jo Lewis , the new head of the U.S. Export-Import Bank (EXIM), said she’s confident that the U.S. can effectively compete against China in the policy bank arena even though her institution spends just a tenth of what the Chinese do. Lewis was sworn in on Tuesday by Vice President Kamela Harris and said in a speech afterward that both China and Africa are going to be important priorities. “Whether it’s competing with China, whether it’s growing our export support for clean and renewable energy, whether it’s investing in sustainable futures with Sub-Saharan Africa, advancing transformational export areas – to me, it’s a new day,”  she said . Rampant Illegal Chinese Mining and Logging in Eastern DRC Drives Poverty and Empowers Ruling Elites, Says New Report

Illegal Chinese mining and timber companies are running rampant in the DRC’s eastern province of South Kivu, fueling corruption that empowers ruling elites and impoverished local communities,  according to a scathing new report by two researchers at the French Institute of International Relations (IFRI) in Paris . The problems in South Kivu gained notoriety last summer when  Governor Théo Ngwabidje Kasi ordered six Chinese companies to halt operations  in response to growing tensions with the local community. Residents in the area complained bitterly that these six companies along with other Chinese firms operating there destroy the local environment and pay off authorities to cover up their illegal activities. EU-Africa Summit Set to Begin Amid a Rapidly Changing Geopolitical Landscape

African leaders have been arriving in Brussels all week in advance of the two-day Europe-Africa summit that begins tomorrow. But the timing of this year’s gathering comes as some in Europe are bracing for what could be the continent’s largest war since WWII and an increasingly contentious rivalry between the U.S. and China. Furthermore, any new initiatives announced by the European side at this year’s summit will be immediately measured against the standards that China has set for African engagement on everything from vaccine distribution to trade promotion to infrastructure financing. The South African Government is Making Huawei an Example

The South African Department of Labor’s decision to sue the local subsidiary of the Chinese mobile technology giant Huawei for hiring too many foreign workers could signal a wider crackdown on foreign firms. This comes as  the country’s unemployment rate soars  and pressure to allocate jobs to South Africans reaches a boiling point. The lawsuit is reportedly going ahead  after talks between Huawei South Africa and the South African government broke down . The government is accusing the Chinese company of  breaking employment equity regulations  that require foreign companies to hire at least 60% local workers. It alleges that Huawei South Africa’s workforce is 90% foreign. The breach was revealed by a 2020 labor audit, after which the company reportedly tried to find an amicable solution. However, talks seem to have failed and the department said its lawsuit is going ahead because the company took no steps to rebalance its hiring. This marketing content will be shown in place of your
